摘　　要：In order to implement the development concept of "green water and green mountains are golden mountains and silver mountains", promote the integrated and coordinated development of Beijing, Tianjin and Hebei, and promote the protection and restoration of the Guanting Reservoir ecosystem, the basic project of cross regional ecological environment governance was implemented. This paper introduces the formulation of the scheme. In view of the problems and difficulties in the project implementation, it gradually explores solutions in practice, and forms a multi measure system with the government as the leading force, departments as the linkage and implementation at all levels, which ensures the smooth implementation of the project.
