摘　　要：With the continuous reform and change of the construction market, EPC project general contracting and project management have gradually become the dominant mode in the construction market, and are widely used in real estate development and large-scale municipal infrastructure construction. Among them, the design-oriented EPC project general contracting has been vigorously promoted by the national policy due to its technical advantages and resource advantages. This paper analyzes the characteristics of the general contracting mode and design-led EPC municipal projects, the existing problems in cost management, and the cost control and management measures at each stage.
