摘　　要：乡镇财政困境作为现实中破解“三农”问题的难点和重点,也日渐成为理论界所关注的热点和焦点。本文试图选择基层政区改革这一视角以寻求乡镇财政解困的独特路径,在解析二者之间制度关联与互动机制的基础上,提出了政区改革视野下乡镇财政解困的若干思路与模式。The township financial predicament have been paid a great deal of attention both the theoretical fields and by the fields of the practice. The article try to selective the reform of grass root administrative as the way to solve the township financial predicament. Based on researching the institutions relationship and interplay between two systems, the author probed into the pattern of system design on resolving the predicament.
