论警务督察在公安队伍建设中的独特作用

摘　　要：警务督察是公安机关所特有的一种监督制度,其独特性为:一是具有相对独立性,不与党的纪律检查机构、行政监察机构合署办公;二是其督察重在事前和事中监督,目的是及早发现和及时纠正问题,避免发生较为严重的后果;三是有很强的针对性,即全方位地对公安机关的各项警务活动,遵纪守法情况实施动态的、同步监督,保证了监督的有效性。因此,警务监督制度的建立,进一步完善了公安机关内部监督制约机制,为全面改善公安工作和加强队伍建设发挥了独特的作用。The police discipline supervising system is a set of internal affairs mechanism which the public security organs particularly own.The system has distinctive features as followings: 1) the comparative independence,a police discipline supervising department does not share the amalgamated office with a discipline inspection agency of the communist party or an administrative inspection agency.2) the police discipline supervising department focuses on inspection before and after affairs.Its working goal aims at finding the problems before it gets too late as well as at correcting them in time so that more serious consequences can be avoided.3) the police discipline supervising department has a clear target.The department all-round implements the dynamic and simultaneous inspection to every single kind of policing activity carried out by the public security organ as well as to law and discipline obedience of the police officers.And efficiency of inspection works is guaranteed.Therefore,establishment of the police discipline supervising system can further perfect the internal inspection and restrict mechanism of the public security organs and the system also plays its unique roles in greatly improving the public security works and strengthening the police team construction.
