摘　　要：宪法是宪政的前提,没有宪法就不会有宪政,宪政是宪法实施的产物。现代社会的阶层结构是宪政运行的基础,虽然我们在不断引进西方的先进制度,但没有一个强大的阶级基础就不会产生真正的宪政。因此,我们的工作重心不在于形式上的完善法制,而在于培育中产阶层。在培育中产阶层的过程中,要着重加强私有财产保护,加快民主化改革,提供多元发展的空间,使更多的人在社会中实现自我。The function of constitutionalism is based on the class structure in the modern society.In spite of the fact that the advanced systems in the west never cease to be introduced into China,the true constitutionalism shall not come into being until a powerful foundation of any class is based.Hereby,we shall attach importance to the development of the middle class,instead of perfection of legal systems in the form.
