摘　　要：初创于1917年3月的华商纱厂联合会是一个以上海为基地的全国性民族资本棉纺织业行业组织,亦是民国时期最具影响力的行业公会之一。它在民初的缘起和建立与关税问题直接有关。在筹建过程中,围绕要不要建立同业组织和建立一个什么样的组织两大问题发生了多次争议。建立一个什么性质的同业组织,实际上就是形塑一种什么样的外部(特别是与政府)社会关系。Founded in March,1917,the Union of Chinese Cotton Mill was a nationwide ethical capital cotton textileindustrial organization based on Shanghai, it was one of the most influent guilds.It related to customs for its origin andestablishment directly.In the course of preparing to construct,there were many disputes between whether to set up the sametrade organization or not,and build what kind of organization.To set up a guild was really to shape a kind of external socialrelation.
