摘　　要：新型农村合作医疗管理办公室,是新型农村合作医疗运作和日常事务管理的经办机构,对之进行法律规制,是推进新型农村合作医疗法制化的一项重要内容。本文在论述新型农村合作医疗办公室为公立事业法人的基础上,对其与医疗供方、需方以及相关管理机构的法律关系进行了法理考察,并进而对其经费来源、人事管理和内部治理结构的完善提出了相应的立法建议。As a management institution in charge of daily work of the new rural cooperative medical service, it is important that management office of the new rural cooperative medical service should be legalized.In this essay, first of all, management office of the new rural cooperative medical service is considered as public institution legal person by qualitative analysis.
