摘　　要：在入世五年过渡期后,我国银行业已全面对外开放。而与之形成鲜明对比的是,对内开放却步履缓慢,如履薄冰。发展民营银行对于迎接外资银行的挑战,加速我国金融体制市场化进程具有重要的现实意义。应当在充分认识民营银行潜在风险的基础上,对民营银行的市场准入进行审慎的法律监管,以保证其健康有序地发展。Five years after China s entry into WTO,the bank area is open to the outside world.Contrastly,the step of bank area opening to the inside is slow.The development of private banks is benificial for the challenge from foreign banks,and it does good to accelerating the market-oriented course of monetary system of our country.We should know the risks of private banks,and have a cautious legal supervision and management of the market access of private banks so as to keep its healthy and orderly develepment.
