摘　　要：本文概括了我国环境行政补偿制度的现状和存在的问题,探索了实行环境行政补偿制度的理论依据,对于作为环境行政补偿法理依据的公平负担说、结果责任说等进行了分析比较,进而提出了完善我国环境行政补偿法律制度的思路,对于环境行政补偿的标准、程序、立法模式进行了探讨。The article analyses the current situation and problems of environmental administrative compensation system of our country,probes the theory basis of putting environmental administration into practice compensation system,compares different related theories,proposes the ideas of perfecting the environment administration compensation legal system and discusses the standard,sequence and legislative mode of the environmental administrative compensation.
