摘　　要：文章阐述了排污收费的功能和适用情况。在不同信息条件下,对于同一环境目标或污染削减目标,应制定与可得信息相应的政策和标准。重点讨论了在不同信息条件下,排污税费的确定方法。最后,讨论了目前该领域存在的问题,并对未来发展提出了建议。Functions and suitability of pollution charge was described. Under different information conditions, control policy and standard should be matched with available information. In the condition of complete information, the best standard of pollution charge was chosen based on optimized theory while in the condition of incomplete information, the second best standard of pollution charge was chosen based on both of proximity of goal and feasibility of policy. The second best policy will be adjusted continuously with the implement effect to tend to the best. The future development was also proposed.
