摘　　要：在经历了1999～2003年的不稳定不规则的经济增长之后,俄罗斯经济面临着转轨以来又一个"十字路口"。面对俄罗斯经济发展步入十字路口的重要关口,俄罗斯各界纷纷提出各自的主张和方案。争论中达成的基本共识是,进入新世纪,随着俄罗斯经济转轨的深化,资源经济的潜力已经发展到极致,发展创新经济成为以俄罗斯为代表的所有经济转轨国家的必然选择。创新经济是发展技术创新、人力资本、高新技术和信息技术为重点的经济发展的新形态,是经济增长模式从数量型外延式发展模式到质量型内涵式发展模式的内在的必然要求,它是对传统的短视的资源经济的否定。创新经济是俄罗斯经济转轨理论与实践的内在的、逻辑的和历史的必然选择,创新经济应成为所有经济转轨国家的共同选择,应成为经济转轨新阶段的范式。在经济转轨过程中应正确处理好创新经济与资源经济的关系,经济转轨国家未来创新经济发展道路的实现途径很重要。After experiencing an instable and irregular 1999-2003 economic growth period,Russian economy is facing another crossroads in transition.In front of the important pass in the crossroads in Russian economic development,all social circles in Russia are vying with each other in presenting their own propositions and schemes.They have reached the common basic consensus that along with the deepening of Russian economic transition in the new century,the potentiality of resource economy will develop to the climax and the development of an innovative economy will the natural choice for all transitional economies represented by Russia.Innovative economy will be a new form of economic development focusing on developing technical innovation,manpower capital,new and high tech and information technologies.This will be the innermost natural requirement for the transformation of economic growth molds from quantitative and extensive growth to qualitative connotative development mold.This is the negation of the traditional,shortsighted resource economy.Innovative economy will be an intrinsic,logical and historical natural choice in Russian economic transition theory and practice.It should be the common choice for all transitional economies,and the paradigm of economic transition in the new stage.In the process of economic transition,the relations between innovative and resource economies should be correctly handled.The realization of innovative economy will be vitally important for all transitional economies in the future.
