摘　　要：本文首先简单回顾了科技计划评估的发展历程,对科技计划评估的常用方法进行了总结归纳,并提出了构建科技计划评估指标体系的原则。最后以国家重点基础研究发展规划(973计划)为例,对科技计划的评估方法进行了应用研究,建立了973计划评估的指标体系。The development courses of evaluation science and technology programs are reviewed,the popular methods of programs evaluation are summarized,and the establishment principle of evaluation index system is presented.Based on the these analyses,the evaluation methods of the national program on key basic research projects are studied,and the corresponding evaluation index system is establised.
