摘　　要：当今时代科技的功效越来越显著,地方政府越来越注重对科技事业的管理,因此进行绩效评估就显得非常重要,但绩效评估的方式方法很多,本文选用了平衡计分卡作为地方科技事业进行绩效管理的工具。文中对地方政府科技绩效管理和评估进行了概念界定,指出目前我国地方科技事业绩效评估存在的缺陷和不足,论证了平衡计分卡在此领域的可行性,进而介绍了平衡计分卡的基本思想,重点对其在地方政府科技系统中的实际应用进行了分析和研究,给出了实施的框架和基本模型。Nowadays technological effect is more and more prominence,the local government pays more attentions to the S&T management,and therefore it is indispensable to develop the performance evaluation.There are many evaluation methods yet.Here the balanced scorecard for the S&T management performance evaluation is used,the S&T management performance evaluation in local government is defined,its deficiencies are pointed out and its feasibility is demonstrated.Then the BSC is put for-ward,its applications in S&T system of the local government are especially analyzed.Ultimately,the implementation framework and basic model of its application are come out.
