摘　　要：农村人口素质过低是制约农村经济发展的首要因素,经实证研究发现,过低的农村人力资本水平对农村经济增长起到了负面的制约作用。社会主义新农村建设的根本是要全面提高农村人口素质,进行长期而巨大的农村人力资本投资,促进农村经济的可持续发展。The much lower quality of the countryside population is the chief factor to restrict the development of countryside economy.Found by demonstrating analysis,the much lower countryside human capital has a negative effect on the development of countryside economy.The fundamentality of socialistic new countryside construction is to improve the quality of the countryside population roundly,make long-term and enormous human capital investment of countryside,accelerate the continuable development of countryside economy.
