基于航行安全上的船员素质分析

摘　　要：据国际海事组织(IMO)对海难事故的调查统计显示,约80%的船舶事故是人为因素引起的.加强人为因素管理,提高船员的安全意识,是减少船舶事故发生的根本措施之一;因此,研究人为因素,分析航运中船员素质的风险并采取预防措施显得至关重要.Investigation by IMO on marine accidents shows that about 80% of shipping accidents cause by human factors.To strengthen the management of this and improve the seamen's sense of safety is one of the most important and essential measures for reducing the shipping accidents.The responsibility of human factors consists mainly in the shipping companies' managements onboard and ashore.The paper researches mainly on the influence of crewmember's quality and puts forward some measures and suggestions for improving.
