论财政创新与金融创新的功能耦合

摘　　要：财政创新与金融创新的相互协调,在国家助学贷款制度创新过程中发挥着至关重要的作用。但是,由于没有正确处理两者的耦合关系,导致国家助学贷款制度创新面临着诸多难题。本文对财政杠杆与金融杠杆在国家助学贷款中所起作用进行规范分析的基础上,认为国家助学贷款既要遵循金融业经营的一般规律,注重金融功能的发挥,又要注重与财政功能的有效配合,做到两者的有机统一,并提出了实现财政创新与金融创新在国家助学贷款中功能耦合的政策建议。The coordination between fiscal and finance innovation plays a crucial role in the process of the operation of GSSL(government-subsidized student's loan).However,the relationship is not dealt with correctly;as a result,the institution innovation of GSSL in China is facing many difficulties.In this article,on the basis of standard analysis on the role of fiscal and finance lever in the process of GSSL,the author holds that the operation should not only follow the general regular pattern of finance industry management and pay more attention to how to bring finance function into full play,but also work with fiscal function effectively.Furthermore,the author puts forward the policy advice on how to make the function coupling between fiscal innovation and finance innovation of GSSL.
