论人民币汇率制度与汇率机制

摘　　要：人民币汇率问题的焦点是人民币的合理估价,而人民币合理估价的形成取决于我国的汇率制度及相应机制。各国汇率制度的选择是基于国情以及经济发展的需要,中国人民币汇率制度的形成正是中国特色的市场经济发展的必然结果。理论和现实已证明中国的人民币汇率制度是符合中国国情、科学合理的,只是随着国际、国内形式的变化和体制改革的深化,其实现形式人民币汇率机制,渐露不足,需要调整。因此,在保持汇率基本稳定的前提下,改革和完善人民币汇率机制是解决人民币汇率问题的根本途径。The issue of RMB exchange rate focuses on the reasonable assessment of RMB, which depends upon our country' s exchange rate system and its corresponding mechanism. The selection of the exchange rate system in each country is based on the demands of the national situation as well as on the needs of the development of its economy. That the RMB exchange rate system has taken shape in China is precisely the inevitable result of the development of the market economy with Chinese characteristics. Both theory and reality have proved that China's RMB exchange rate system, which adapts to our country's situation, is scientific and reasonable. However, as the system reform is further deepening and the situation at home and abroad keeps changing, China's RMB exchange rate mechanism, the form of realization of the exchange rate system, has slowly revealed its flaws and needs to be adjusted. Therefore, under the precondition that the exchange rate is kept basically stable, it is the fundamental solution to the issue of RMB Exchange rate to reform and perfect the RMB Exchange rate mechanism.
