摘　　要：黑龙江省是林业大省,森林面积占全省土地面积43.6%,林区循环经济关系着全省的经济社会发展,虽然取得了一定成绩但仍然存在一些问题,应提高认识,把循环经济做大做强,加强政策支持,理顺管理体制,加强与国外合作,使林区经济可持续发展。This paper analyses the new change of environmental enforcement,and put forward countermeasures.Heilongjiang is a Forestry province. The area of forest land accounts for 43.6% area of the province. Forest recycling economy relations with the province's economic and social development. Some problems in forest recycling economy should be solved and cooperation with foreign countries should be Strengthened to to achieve sustainable development of forest area.Heilongjiang is a Forestry province.
