摘　　要：从宏观制度环境和微观制度安排两个层次,对当前我国农业灌溉水权制度中存在的主要问题进行了分析,并在此基础上提出了农业灌溉水权制度创新的基本思路。This text analyses the current situation and main problem of water right system of agricultural irrigation in our country.It contains two aspects.One is the environment of macrocosm system and one other is arrangement of microcosm system.And it gives a basic train of thought on creating water right system of agricultural irrigation new.
