摘　　要：公众参与原则又称环境保护的民主原则,是环境法的精髓和灵魂。在阐述公众参与原则的基本含义的基础上,探讨公众参与作为环境资源法基本原则的必要性及其理论基础、我国公众参与法律制度的构建及其完善等问题。The principle of public's participation, also called democratic principle of enviroment protection, is the marrow and soul in the rule of environmental law. Based on elaborating the fundamental meaning of public participation principle, this article explores not only its necessity and theoretical basis as a basic principle, but also the establishment and perfection of legal system on public's participation in China.
