摘　　要：无论航运经济如何发展,安全总是首要的.现代船舶朝着大型化、高速化、专业化方向发展.几万、几十万总吨的船舶已不稀奇,8000TEU的全集装箱船舶的船长、船宽分别超过338M、46M,船速高达25～30节,一般也达22nm/h.集装箱船、滚装船、油船、LPG船等专业化船的货物危险性较高,一旦发生碰撞事故,造成的人员伤亡、财产损失,海洋和河流污染,海上资源及生态环境破坏等后果尤为严重.因此,如何防止海上船舶碰撞事故,一直是人们关注的研究课题.AIS (Automatic Identification System) is a product of the ' Digital Globe' Era. It can automatically and constantly transmit such information as ship's call number, position, navigation direction and speed, turning velocity and the like for the avoidance of collisions. As required, all international vessels built before 1st July 2002 have to install AIS by 1st July 2003. Thereby, AIS has been listed as one of the key projects to be developed during the 'Tenth Five-year Plan' period. The Ministry of Communications has made an arrangement on the research, development, publicity and application of the AIS.
