摘　　要：1994年11月16日生效的<联合国海洋公约>(以下简称"公约"),把总面积为3.61亿平方公里的世界海洋划分成两大部分:国家管辖海域,包括沿海国家的内海、领海、毗连区、专属经济区、大陆架,面积为1.093亿平方公里;公海和国际海底面积为2.517亿平方公里.前者占世界海洋面积的30.3%,人们称作海洋"国土",后者占世界海洋面积的69.7%,人们称作海洋"公土".China is a big ocean state, but building an ocean power is one of the strategic tasks for national renaissance. The most pressing matter of the moment is to enhance the education and publicity of the oceanic awareness and to strengthen the oceanic conception of the whole nationality, including conception of oceanic territory, oceanic economy and oceanic safety.
