摘　　要：由于环境污染是一种负的外部性,如果任由市场自由调节,其结果不仅不利于社会目标的实现,而且从长期看也不利于经济的可持续发展,因此政府必须进行干预。而在政府干预的各种政策工具中,不同的政策工具其特点与适用条件是不同的,政府应该根据不同的情况选择不同的工具。本文从经济学的角度对各种政策工具在解决环境保护问题中所起的作用进行了分析与论证,并提出了相关的政策建议。Environment pollution is exterior negatively,if depend on the free adjustment of the market,it will go against carrying out the social aim and the persistent development of economy in long time,consequently,government must intervene in.But among the various policy tools of government,each policy tool has its own characteristic and applicable condition,the government should choose different tool according to different circumstance.From economic point of view,this essay analyses and demonstrates the role play...
