摘　　要：政府管制涉及多方面内容,然而,从其施加影响的主要方面以及产生作用的主要领域而言,对自然垄断性行业进行约束与规范,可以说既是政府管制的导源地,而且也应是其目标所在和最终的落脚点。依据自然垄断行业的特点与变化趋势,政府管制应进一步放松经济性管制,相应地加强社会性管制以及逐步完善法律、法规制度。The government s control over natural resources monopoly industries concerns many aspects and fields,but the control starts from and ends at natural resources monopoly industries as far as the main industries influenced are concerned.The government is supposed to strengthen its social control,and perfect law system while loosen up on economic control according to the characters and trends of natural resources monopoly industries.
