摘　　要：目前,必须明确政府对卫生支出的责任,加大投入,分阶段确定财政对卫生投入的经费保障目标。同时,通过优化投入结构、改进投入方式、完善管理机制,提高财政卫生投入的公平和效率,合理划分中央和地方各级政府的卫生支出责任,引导社会资金投入卫生事业。It is crucial to define the government s responsibility for health expenditure,increase health input and ensure financial appropriation.Meanwhile,government should increase equity and efficiency of health input,confirm central and local governments responsibility and lead social capitals to health industry by optimizing input structure,improving input methods and perfecting management mechanism.
