摘　　要："强政府"是指在矛盾极为尖锐复杂的社会转型时期能够有效维护社会秩序,应对国内外的各种挑战,动员和组织社会资源,促进社会转型和社会发展及具有较高治理能力的政府。在经济全球化背景下,政府能力的有效性已成为国家核心竞争力的基本构成要素,"强政府"则成为各国的普遍诉求。我国正处在社会转型期,计划经济体制向市场经济体制的转变带来了一系列的社会问题,为了适应社会主义市场经济的发展,迫切需要创新政府管理模式,实现政府职能的科学再定位,而"强政府"模式则是我国政府的理性选择。'Strong government' is in contradiction to the very acute and complex period of transformation to effectively maintain social order,cope with the challenges at home and abroad to mobilize and organize community resources,promoting social transformation and social development and has higher capacity for governance of the government.Against the backdrop of economic globalization,the effectiveness of the government s ability has become national core competitiveness of the basic elements.'Strong government' has...
