论政府主体责任与我国养老保险基金征缴制度的建设

摘　　要：毫无疑问,政府是养老保险基金征缴的当然责任主体。然而,我国政府目前并未完全履行这一责任,存在着一定程度的政府失灵。政府失灵成为制约我国养老保险基金征缴制度建设的瓶颈。在养老保险基金征缴制度建设方面,政府失灵主要表现在:政府没有赋予作为信息弱势群体一方的民众以充分的知情权,使得基金缴纳者对基金信心不足;政府的养老保险基金征缴政策存在偏差;某些政府部门的“寻租”、“腐败”行为抑制了民众缴纳养老保险基金的主动性;政府各部门权力分配的不尽合理导致了养老保险基金征缴的低效率。要打破政府失灵所造成的制约我国养老保险基金征缴制度建设的瓶颈,最有效的解决办法是引进法律机制,改进政府职能。It is no doubt that the government should be the primary responsibility body in the collection of the endowment insurance fund,but in our country,the responsibilities of the government were not fully fulfilled,and there still existed some government failure.Government failure is the bottleneck to restrict the development of collection system of the endowment insurance fund.In the field of the collection system of endowment insurance fund,government failure can be concluded as: the mass,the disadvantage grou...
