摘　　要：构建和谐社会,就是通过一系列的制度安排进行利益的调整,形成一种大体均衡的利益格局,从根本上化解目前我国社会存在的矛盾与冲突,为经济社会的可持续发展奠定基础。在诸多的不和谐因素中,城乡差距过大的问题尤为突出,而城乡差距主要体现在公共品供给制度上的不平等,因此,需要尽快完善公共财政体制,统一城乡公共品供给体制,不断增加对农村公共品的供给,为构建和谐社会奠定基础。To construct a harmonious social structure is to systematically adjust policies for a better benefit arrangement,which will lead to a more balanced interest pattern.This will fundamentally resolve the social problems and conflicts that our country is currently facing.It will also lay the foundation for a sustainable development of our economic society.Among the many factors of disharmony,the increasing big gap between urban and rural area is the most notable.This big gap between urban and rural area is embodied in the unequality of the supply policy of the common goods in society.Therefore,to lay a foundation of constructing a harmonious society,we should,as soon as possible,perfect public financial system,integrate the supply system of public goods in urban and rural area,and increase the supply of public goods to rural area.
