摘　　要：我国城市公共事业的兴起为市政公用事业改制和经营提供了基本思路和理论支持。研究市政公用事业改革和城市公共事业建设的关系,探析市政公用事业改革的规制模式,对和谐社会的构建具有重要意义。The daily rise of our country urban public utilities has provided a basic mentality and theoretical support for the municipal utilities restructuring and business. Making research on the relations of the municipal public utilities reforming and the city non-profit organization constructing, analyzing the regulations pattern of the municipal utilities reconstructing, has the vital significance to our present stage of building a harmonious society.
