联合国集体安全制度改革与中国和平发展的交互影响

摘　　要：由于制度设计不足和国际安全情势变迁等原因,联合国集体安全制度已经难以满足国际和平与安全形势的需要,其弊端集中体现在情势认定、维持和平行动、强制措施等方面。从联合国发布的系列改革文件来看,联合国集体安全制度的改革呈现出三种趋势:一是效力范围会扩大,二是运行能力将会得到提高,三是区域办法将得到凸显。本文认为,联合国集体安全制度的改革为中国和平发展提供了制度性保障,有助于中国获得发展所需要的相对和平稳定的国际环境,也有助于中国解决和平发展进程中的安全问题;而中国的和平发展也将对联合国集体安全制度的改革起着维护和推进作用,中国作为一个崛起中的大国将对联合国集体安全制度改革的发展方向、机构重组和具体规则的修改、制定产生重大影响。Due to the design defects and the international security situation changes of circumstance,the UN collective security system has now been unable to fulfil the needs of world peace and security situations.These are mainly reflected in the determination of the situation,peace-keeping operation and enforcement measures.According to the UN reform documents,the UN collective security system reform has three tendencies: the enlargement of its scope of validity,the enhancement of its ability of function,the emphasis of regional arrangements.This essay holds the viewpoint that the reform of UN collective security system reform will provide systematic insurance to China's development and is helpful with China's attaining the relatively peaceful and stable international circumstances;it also can help China solve its security problems in its peaceful development.On the other hand,China's peaceful development will in turn maintain and promote the UN collective system reform.As a large rising power,China is to greatly influence the developing direction,the rearrangement of institutions and material rules and regulations of the innovation of the UN collective security system.
