摘　　要：地市高校的社会服务职能、多元化的角色认知、建设农村小康社会中的机制障碍以及国外高校服务农村的成功经验,决定了地市高校建设农村小康社会机制创新的必要性、迫切性和可能性。机制创新要坚持可行性、可持续性、效益性与可监测性等原则,并着力在决策机制、运作机制、监控机制以及可持续发展机制等方面进行。The prefecture university's social service function,the multiplex role cognition,the mechanism barrier of constructing the well-off society in the countryside as well as the overseas university's experience of serving the countryside successfully determine that it is necessary,urgent and possible to innovate mechanism of the prefecture university constructing the well-off society in the countryside.To fulfill this,we should persist in the principles of feasibility,sustainability,having beneficial result and being able to be monitored.And it's especially necessary to innovate the policy-making mechanism,the operation mechanism,the monitoring mechanism as well as the sustainable development mechanism.
