我国排污权交易的合理性探讨

摘　　要：我国的排污权交易已经在部分城市实施,虽然有成功的案例,但是这种政策有其不完全合理性:其一,应用于新项目是不合理的;其二应用于原有项目是不合法但是合理的。The transaction of dumping pollutions 'right in our country has been in the practial in some cities.It has successful cases,but this kind of policy has its incomplete rationalities: First,it is unreasonable to apply to the new projects;Second,It is illegal but reasonable to apply to the original projects.
