摘　　要：农地流转率低是个基本事实,但对其原因的分析却有很大分歧。有关农业土地流转的很多文献认为,当前农地生产效率低,是因为农业土地流转率低,未能形成土地的规模经济;提高农业土地流转率是提高农业效率的一个重要手段,而土地流转率低是因为农业土地的保障功能等因素的作用。农业土地经营承包权的流转率提高不可能提高农业经济效率,土地承包权流转率过低是因为土地的农业用途的经济价值低和农业土地向非农转化的高预期价值使土地承包权转让意愿降低。The low transference rate of farmlands is a generally perceived fact,but there is a great difference about the cause within academic circle? Among the articles concerned with the transference of farmlands,many of them argue that the current low transference rate of farmlands results in the low productivity of farmlands,with the former as the result of the social insurance function and the others of farmlands.The article makes a suspicion of the above points of view,and it points out that given the current conditions,a rise in the transference rate of farmlands cannot increase the productivity of farmlands.The low transference rate of farmland operation rights is owing to the low profit-making agricultural use and high expected appreciation of farmlands as a result of transformation of farmland to non-farmland.So there is a relatively small amount of transference in realities.
