摘　　要：针对独立学院发展中存在的问题,国家教育行政部门近期出台了《独立学院设置与管理办法》。该《办法》对规范与促进独立学院健康与可持续发展具有重要意义。但该《办法》同时也存在与其他法律法规不衔接、政策价值取向不平等等不足,需要在理论上加以探索,在实践中进行调整。In order to solve the existing problems in the development of the independent colleges,a department of the Ministry of Educational has recently set forth the regulations on the establishment and management of the independent college.This regulation is significant in terms of regulating and promoting the sustainable and sound development of the independent colleges.However,since this regulation presents some inconsistence with other relevant regulations and laws,and some inequality of the policy value priori...
