民族自治地方自治权流失的原因分析与对策思考

摘　　要：本文从三方面来分析民族自治地方自治权的流失,主观原因表现为自治权意识淡薄;现实原因表现为制度供给不足,运行无力;体制原因是党的领导机关与自治机关的关系还需进一步明确和规范。针对上述原因提出了有效行使自治权的对策思考。The weakness of the right of self—government of ethnic autonomous areas has been analyzed from three aspects in this essay.On the one hand,the citizen of autonomous region have not realized the importance of the right of self—government completely;on the other hand,the basic political institutions is not perfect and there exist some problem in the operation of reality;while from the institutional perspective,the relationship between the equal committee of CPC and the autonomous organs is not distinct.To solve above—mentioned problems,the author give some advice and measures: respecting and protecting the right of autonomy,so that the right of autonomy can return to the autonomous organs.The autonomous conscience of citizen of autonomous region should be strengthened,and the autonomous ability of the autonomous organs should be enhanced.In order to fulfill their duties effectively,the relationship between the equal committee of CCP and the autonomous organs should be cleared.
