论森林生态效益实现的方式

摘　　要：森林提供的生态效益属于社会公共产品,从目前我国政府公共选择的手段和森林生态效益补偿的实践来看,我国森林生态效益的实现,必须经过3个阶段,即从征收森林生态效益补偿费,逐步过渡到开征森林生态税,进一步探索建立切实可行的森林生态效益的市场交换机制。The ecological effect of forest belongs to social public product. Form the means what our gorvenment chose and the practice what our county compensated in forest ecosystem effects, the realization of forest ecological effects in china must pass the three stages, i. e. Firstly, leaving the compensation cost of forest ecological effect and secondly, transforming step by step to collect the forest ecological tax, thirdly, further exploring to establish a practical and feasible market system of the forest ecological effects.
