摘　　要：分析认为亚太经济合作组织中的促进区域内贸易投资自由化和区域内各成员经济技术合作,是推动APEC发展的两个车轮;但与贸易投资自由化的发展进程相比,经济技术合作的发展相对滞后,使得APEC两个车轮的发展极不平衡。针对APEC经济技术合作发展进程中的问题,提出在APEC经济技术合作的理论研究、合作机制、方式和范围等方面建设性的对策。APEC s two wheels of development are trade investment liberalization and members economic and technological cooperation in the area.
