摘　　要：进一步优化创业环境,实现发展环境和创业环境的"率先",已经成为南京提升综合竞争力重要内 容。本文从科学发展观对于南京市优化创业环境的指导意义入手,分析了南京市创业环境的状况和存在的问 题,提出了以科学发展观为指导,优化南京市创业环境的具体意见。Optimizing environment of starting undertaking further and realizing 'taking the lead'of development environment and environment of starting undertaking , have already become the important contents of promoting Nanjing's synthesized competitiveness. This paper analyzes the condition and existing problems of starting undertaking environment in Nanjing from the view of scientific development to optimizing directive significance of the environment in Nanjing, and proposed taking the view of scientific development as guidelines, and concretes suggestions of optimizing taking undertaking environment in Nanjing.
