摘　　要：追求司法公正 ,是政法职业人的永恒主题和基本价值目标。司法公正的实现 ,不仅需要良好的法律和司法体制 ,而且还需要具备良好素质的政法职业人去执行法律。因此 ,加强政法队伍建设作为其中的重要环节 ,已成为当前“依法治国 ,建设社会主义法治国家”进程中的新课题。为了全面推进首都政法队伍建设 ,把北京市法官、检察官、警官队伍建设同全球化、加入 WTO、举办奥运会以及未来首都发展建设联系起来研究 ,北京市委政法委、北京市政法管理干部学院组成课题组 ,以《北京市法官、检察官素质调查与新时期首都法治建设前瞻性研究》为题 ,申报司法部“法治建设与法学理论研究”2 0 0 1年度部级科研项目并获准立项。本期刊发的《关于首都政法文化建设的调研报告》是该课题项目的阶段性研究成果。课题组自 2 0 0 2年 1 1月至 2 0 0 3年 3月 ,先后到北京市公安局、检察院、法院等相关部门进行调查、走访、咨询有关专家 ,并学习借鉴其他省市的经验 。To seek justice is the perpetual pursuit and basic target value of police officers, judges and prosecutors. For the realization of justice we not only need to have good laws and legal systems, but also high-quality professionals for law enforcement. Accordingly, as a key link for the realization of justice, to strengthen the construction of police officers, judges and prosecutors has become a new task in the course of “governing the country according to law to build a socialist country under the rule of law”. The Commission of Politics and Law of the Beijing Municipal Party Committee and Beijing Professional College of Politics and Law ( or the Former Beijing Management College of Politics and Law) teamed up and successfully applied to the Ministry of Justice for the “2001 Research Project on Legal Construction and Legal Theory Studies”, the project being entitled Quality Survey of Beijing Judges and Prosecutors and Prospective Study of Beijing Legal Construction in the New Period. The research project aims to advance the building up of an excellent team of judges, prosecutors and police officers to meet the needs of globalization, China's entry into the WTO, China's successful bid for hosting the 2008 Olympic Games and the capital's future development. The above report is the intermediate research findings of the research group, who made a survey of the present situations in such departments as public security bureaus, procuratorates and courts in Beijing, consulted some experts from November, 2002 to March, 2003, and wrote the report using as reference experience of other cities and provinces.
