口岸突发公共卫生事件快速反应系统的探讨

摘　　要：面对国内外各种形势,在国境口岸检验检疫机关应对突发公共卫生事件的快速反应已受到广泛关注的重点。传染性非典型肺炎(SARS)的爆发流行和防治给口岸有关部门发出了警告。本文立足于口岸卫生检疫实际情况,结合SARS突发事件防制和美国应对的经验,从信息、实验室、专业队伍和应急物品四方面进行探讨,建立国境口岸公共卫生紧急事件快速反应体系(模式),确定检验检疫机关在紧急事件处理中的地位和职责,快速应对,维护国家和社会的稳定。In the face of acute situation all over the world, rapid response scheme for public health e- mergency has been called broad attention. The process of epidemic and prevention raise the alarm to the related- units at frontier port. Based on the real situation of health quarantine, considering BARS prevention experience in America, this article has made a study on the rapid response scheme for health emergencyfrom the view of in- formation, laboratory, professional group and goods of necessity. Also. It is deemed that the entry-exit in- spection and quarantine bureau should assume the responsibility of rapid response to the health emergency to maintain the stability of the state.
