加快新疆城市化进程的若干问题研究

摘　　要：新疆城市化已进入快速发展阶段 ,但与内地发达地区相比 ,与人民群众日益增长的物质和文化需求相比 ,仍有较大的差距 ,因此 ,新疆应不失时机地加块城市化进程。新疆城市化的总体目标和任务到 2 0 0 5年 ,城市化水平达到 35 % ,到 2 0 15年力争达到 4 5 %在若为宜。具体发展思路 :以现有中小城市扩张为主 ,建设新城市为辅 ;适度发展大城市 ,合理引导大城市规模扩张 ;有序发展小城镇 ,突出特色 ,提高质量 ;优先加快人口和经济条件较好地州的城市化 。Xinjing urbanism has entered,develop stage fast,but with inland developed area compare,is increased and material with people's the masses to compare with cultural demand,still have greater gap,therefore xinjiang should do not lose opporunity land quickly urbanism process.Now,in carrying urbanism process forward,existent outstanding problem is:Citify to develop disequilibrium,scale strusture do not coordinate;The city horizontal raising of econnmic growth is slow;The problem that peasant changes resident solves urgently;The supplemental measure of urbanism follow not on;Industrialization develops hysteresis.Task and the overall goal of Xinjiang urbanism are to arrive for 2005years,urbanism level reaches35%.Work hard to citify level until 2015 years to reach 45% around.Develop train of thought specificly:So as exinting in little city expansionism mainly,build new city to outstanding characteristic by order,raise quality;Accelerate population and economic layout.Specific measure:Raise the knowledge for quickly urbanism process importance further;Quickly citify the policy arrangement of process step.Break town and country to cut system apart,accelerate the step of the system reform of registered permanent residence;Handle correctlyto go into town the land of peasant in rural use right disposal with is away from earth compensation problem;Establish the system of social security of low limit for peasant transformation for resident,pave peasant go into town road;Pay attention to quickly citify the employment problem in process highly;Jump out of little town the circle that melts,set up big urbanism develop idea;Pay attention to raise Xinjiang urbanism level and promotion city energy level highly;Insist that the city central urban areas of organizatioal system leave to the way of suburb development,from reality to go to aroad of regional urbanism.
