摘　　要：1999年 4月 2 4日 ,北约成员国华盛顿首脑会议正式通过了美国提出的北约新战略概念。这是一份充分体现了美国在 2 1世纪的战略思想和战略方针的文件 ,其核心就是美国企图推动北约从欧洲走向全球 ,由“欧洲警察”变成“世界警察”。它标志着北约冷战后过渡时期的结束 ,体现了该组织根本性质的变化 ,即北约已由冷战时期基本上是防御性和地区性的军事集团 ,转变为扩张性的并带有全球性的军事政治集团。这一发展 ,势将加强美国在北约的领导地位 ,强化美国在全球的霸权态势 。On April 24,1999, Washington Summit Conference of NATO member countries passed t he new strategy concept proposed by the U.S.. It is a document fully embodying t he strategic thinking and principle of the U.S in the 21st century, the core of which is American attempts to promote NATO from Europe to the whole world, from 'Europe Cop' to 'World Cop'. It symbolizes the end of the transitional period af ter the cold war and reflects the change of the basic nature of the organization : NATO has changed from a regional defensive military body during the cold war t o a global military and political body with expansion as its nature. The change will consolidate America n leading position in NATO, reinforce its global hegemo ny, and bring about new turbulence and polarization in international sphere.
