摘　　要：在湖北浠水洗马镇出现了政府开的“白条”在当地充当货币流通的现象。文章分析了白条之所以能作为货币流通的内在原因,探讨了由此所引发的社会经济后果。得出的一个基本结论是:“马币”的存在将导致地区整体福利水平的下降,扩大收入分配的不公,阻滞地区经济的发展,而地方政府对此必须承担责任。An unofficial money, called 'MA BI', which exactly is the certificate of the debts of the local government was used to replace the official one in normal goods exchange in Xi Shui area of Hu Bei province. By applying the economic theory, this paper analyses the reasons of the case and the social and economic results that it may cause.
