简论我国农业推广投资制度的改革

摘　　要：本文以国内外农业推广改革的趋势为背景 ,提出了我国农业推广投资制度改革的总体框架和具体的政策建议。文章指出 ,以分权为核心的多渠道投融资机制将是我国农业推广投资改革的基本方向 ,政府投资和非政府投资应侧重于不同的推广项目。为完善投资制度与政策 ,应当适当增加政府农业推广投资总量、改善投资结构 ,完善项目经费的投入机制 ,逐步形成多元化的农业推广组织与投融资机制。Based on the intenational trend of agricultural extension reformaction, this paper puts forward the framework of extension investment reformaction and relevant policy suggestion. It is emphasized that multiple sources of extension funding should be formed based on extension decentralization. Some policies should be formulated for the public extension expenditure, and the mechanisms of extension project monitoring and diversified extension organizations.
