摘　　要：改善弱势群体的生存发展状况,从根本上是加强弱势群体的人力资本投资,让他们接受较多的教育并掌握现代技术,提高工作的生产力和适应社会的能力。在完善社会主义市场经济体制的过程中,改革的力度、发展的速度、社会承载程度的协调统一是实现全面建设小康的重要保障。如果能够保障人民特别是农民受到良好教育,那么我国就有取之不尽的人力资源。Basically, to improve conditions of existing development of powerless group, the investment of human capital should be increased. Society has to provide more educational chance for them and let them master new techniques. Thus their working efficiency and the ability to adapt society can be improved. In the process of perfecting system of socialistic market economy, the harmony between the reforming strength, development speed and carrying capacity of society is a pivotal guarantee of achieving our affluent aim. So if people, especially Chinese farmers can receive better education, our nation will have an unexhausted human resource.
