摘  要:针对信道带宽和存储空间严格受限条件下的视频传输和存储,提出了保持应用特征信息的视频序列分层与时域亚采样模型。把视频序列分解为背景层与运动目标层,对背景层单独压缩,对运动目标层按照相应准则实施保持应用特征信息的时域亚采样后再进行压缩,使得编码比特流量大幅度降低,从而为在极低比特率条件下的视频传输和存储创造了条件。The hierarchy and temporal sub-sampling model of the video sequence for application characteristic in- formation maintenance is put forward on condition that the channel bandwidth and the storage space are strictly limited. The video sequence is decomposed into the background layer and the video object layer. The background is compressed independently. According to the certain rules, the sequence of the video object is sub-sampled in temporal domain to maintain the application characteristic information, and then compressed. In this way the bit- rate is greatly reduced. It will benefit the video transmission and storage under the very low bit-rate condition.
