摘　　要：文章认为 ,我国国家创新体系应从以国家为主体的创新模式向以企业为主体的创新模式转变 ,并通过完善的制度安排使国家创新系统在私有和国有之间建立起一种适当的平衡 ,既保持足够的私人刺激以鼓励创新 。This article argues that the national system of innovation in China should transfer from the state-oriented pattern to the enterprise-oriented one. By perfecting systematic arrangement, a proper balance between the private and the state in national system of innovation should be set up , which can not only maintain an adequate private stimulus to encourage innovation but also retain enough public to promote the wild-spread application of the technology.
