摘　　要：西部城镇是旅游开发的依托城市。西部旅游开发必须借助西部大开发的有利时机 ,以城镇建设为突破口 ,实行“以线穿珠 ,以点带面”的开发战略 ,深化改革、扩大开放、解决开发的人才问题是实现这一战略的重要保证。Towns and cities are the backing of the development of the western hinterland tourism. This articles analyses the current situation of the coustruction of towns and cities in touristic angle, points out that the government's duty is to draw support from the beneficial opportunity of the western hinterland exploitation, put the construction of towns and cities at breach position, take the strategy of 'threading pearls with a line, bringing a whole area with the development of towns and cities', and considers that the important assurance to realise the strategy is to deepen the reforms, widen the open areas and solve the problem in people of talent.
