摘　　要：发展上海战略,从提出到与时俱进的不断调整,是党中央三代领导集体放眼世界风云、立足中国国情、抓住上海特点,进行不懈探索的结果。这个战略变化的特点具体表现在战略布局、战略定位、战略思维三个方面。Mao put forward for the first time the strategy of developing Shanghai. Deng made an explicit orientation of the strategy of developing Shanghai. Jiang maps out the practical plans and policies. The paper examines in detail the course and discusses in depth the characteristics of the development and readjustment of the strategy.
