摘　　要：在对中国大陆城市基础设施建设现状和近些年投资结构分析的基础上，针对城市基础设施投资、建设与经营管理中存在的问题，提出城市基础设施建设与发展的对策措施：改革经营管理体制，建立基础设施行业的现代企业制度；改革基础设施使用价格制度，建立合理的价格体系；进一步多渠道、多方式筹集城市基础设施建设资金的六条主要途径。Based on the research about present situation of infrastructure construction and investment structure in mainland of China, in allusion to the problems existing in urban infrastructure investment, construction and management, this article brings forward strategical measures to resolve the problem of urban infrastructure construction and development: reform the financial system and build modem enterprise institution for infras tructure enterprises; reform the price system which is being used in infrastructure and establish rational price system; and six primary measures to raise fund for urban infrastructure construction in multimode.
